Add Pixel Rain RGB Matrix effect (#14155)
* Add Pixel animation header file
* Add Pixel animation to documentation
* Add Pixel animation to core include file
* Remove unintended spaces
* Remove seeding of PRNG
* Increase frequency of lit keys
