Add some defaults for ATmega32A to mcu_selection.mk (#6253)
* Add some defaults for ATmega32A to mcu_selection.mk
* Remove boilerplate from templates
* Relax INTERRUPT_CONTROL_ENDPOINT and PROGRAM_CMD
* Apply suggestions from code review
