Configure Vagrant to use qmk_base_container (#6194)
* Initial conversion of vagrant to use qmkfm/base_container
* Fix vagrant when using docker provider
* Workaround for VirtualBox VM restarts
* Generalise Vagrant docs slightly and add FAQ
