[Keymap] Layout added for stanrc85 (#4944)
* Add files via upload
* Changed _____ to _______ as requested to meet QMK standards.
* Added readme.md
* Removed "PERMISSIVE_HOLD" as it is no longer used.
* Additional code changes made per request
* Added # to first line and removed redundant line.
* Modified Copyright information
* Added space after # for proper formatting
* Formatting changes and additional details
