[Keyboard] Add TG4x (#7351)
* initial commit
* add pins and matrix
* add an appropriate keymap
* set bootloader to caterina
* add QMK Configurator support
* turn on RGB and link time optimization
* add rgb pin
* update readme on rgb underglow info
